etch primer is an acid primer avoiding oxydation thus rust. Epoxy seals so oxygen cannot reach the metal, thus avoiding oxydation. I read lots of posts where people used etch primer 1st on bare metal and then epoxy over it as a sealer, but it depends on what sort of epoxy you use. In fact some epoxy primers don't need an etching one underneath..

I wouldn't risk it though, spraying a couple coats of epoxy first is my preferred way, some people like self etch.If you don't remove the acid while its still wet and active your leaving yourself open to epoxy failure.
