The best staff for Hexes can either be Sunset Staff or Black Witches Staff (<--BWS has lower Scaling I believe but is pretty good regardless.) You can get Sunset Staff by talking to Felkin the Outcast in Huntsman Copse when your Intelligence and Faith are 20+ by exhausting his dialogue he'll give you the Staff and the Hexers Set.Hexer's Hood + Leydia Robes. You get the latter from Leydia Mages in Undead Crypt (the female hex+pyros), This pairing matches nearly perfectly. Went with Alva Gauntlets + Alonne Leggings for the rest of my ensemble for the extra defense+poise and the armored-Sorcerer look, but I'm sure that other pieces can fit well with the Hexer+Leydia combo.However the hexes have a better scaling and higher damage at the cost of souls for most chime hexes. Early game you have better access to sorceries so that is a better build. Hexes need also a lot of attunement, so you pick whichever you want. Personally I like sorceries, but hexes also have their perks with the stamina damage.

For hexes: a Dark Chime of Want is the best and a Dark Caitha's Chime is the second best with more reasonable requirements. Lightning Dragons Chime is great for spears. It depends on what kind of spells you use.
