You don't need to use the Tome to find the set dungeons, just check one of the guides listing their locations. It sounds like you're either not wearing the complete set (you need to have the 6 piece bonus active for the Tome to work) or as WyrmKin said, you're wearing one of the newer sets which did not get set dungeons.
