I have been operating under the principle that the "expectations" referenced in each of those ratings are the expectations set forth by the supervisor in his feedback sessions.That's the problem though, the refs leave lots of wiggle room. Take pt tests for example. The Air Force standard is to simply pass. Supervisor a's standard is that but supervisor b's is to get a 90. Airman snuffy gets a 90.0. Airman snuffy has met supervisor b's standard, but exceeded supervisor a's standard.
